The Antimonopoly Committee of Ukraine has fined “Optima – Service Sviaz” Ltd and the state enterprise “Ukrpochta” to the amount of 22 thousand UAH for anticompetitive concerted action.

As it was ascertained by Sevastopol branch of the Antimonopoly Committee of Ukraine, the enterprises had agreed on placing information concerning the cost of services of «Optima – Service Sviaz» Ltd in the post-offices of Sevastopol Administration of “Ukrpochta”, and as a consequence of it the consumers could get information on payment for services only in the branches of “Ukrpochta”.

At the same time a typical contract for rendering telephone communication presupposes that the acceptance of payments from subscribers is directly fulfilled by the operator or other organizations on its behalf which have contractual relations with the operator.
However during 2005-2007 “Optima – Service Sviaz” Ltd. didn’t conclude any agreements with banking and finance organizations. Besides, subscribers’ servicing was performed according to the contract concluded with “Ukrpochta” in 2002, this contract gave the right to “Ukrpochta” to assign 3,5% from the received payments for its own benefit till the end of 2006.

According to the Antimonopoly Committee of Ukraine it gave “Ukrpochta” a privileged position in comparison with other business enterprises, in particular, banking institutions which render similar services.
